Domain Name Changes Required for All Cambodian-Registered Companies

Scope of registration 

On 1 April 2022, the Ministry of Commerce (“MOC”) and the Ministry of Posts and Telecommunications (“MPTC”) issued joint Notification No. 0873 requiring  all companies registered in Cambodia to use the national domain name level 2, type “.com.kh”. Specifically, the notification requires companies registered in Cambodia to:

• Register a national domain name level 2, type “.com.kh” for the company’s electronic addresses (email, website, social media accounts) with the MPTC.
• Provide the MOC with an electronic address containing the national domain name for updating in its MOC’s online system starting from 1 January 2023.
• Use the national domain name level when filing their annual declaration of commercial enterprise with the MOC.

Application process with the MPTC

Required documents

• Application form for registering the new domain name
• Domain name registration agreement
• Copy of the company extract from the MOC’s online system
• Certified true copy of the company’s Certificate of Incorporation certified by the One Window Service Office at the MPTC or a notary public in Cambodia
• Certified true copy of the applicant’s Khmer national ID or passport (if the applicant is a foreigner) certified by the One Window Service Office or a notary public in Cambodia (See the Special Note below regarding who can process the application.)
• A certified true copy of the company’s Cambodian trademark registration certificates (if applicable) certified by the One Window Service Office or a notary public

Official fees

• Registration fee: approximately US$100 (KHR40,000)
• Annual fee: the initial fee is approximately US$30 excluding VAT (KHR120,000), and the following year’s fee is the same amount 
• Validity for the first year is from the date of application until the end of the year.

Timeline

• The estimated timeline for application processing is one to two months from the date of submission of a complete application package.

Special note

• The requested domain name must be the same or similar to the name of the company in the Certificate of Incorporation.
• The applicant must be the owner or the chairperson of the company’s board of directors.
• If the company wishes to have someone other than the owner or chairperson process the application, the company must issue a letter of authorization to the applicant to register the domain name and the letter must be certified by a notary public in Cambodia.
